Boil 1 cup of milk with a small amount water & a pinch of salt. add the oats and cook for 3 minutes while stirring. remove from the stove top and set aside to cool.
In your mixer place; cream, 1 cup of milk, instant pudding, 1/2 jar of chocolate tahini and mix till creamy texture.
Combine with the oats and pour into your ice-cream molds, put a popsicle stick in each one.
Freeze for at least 3 hours.
For the topping; melt chocolate and add oil, then dip the frozen popsicles and sprinkle with toppings of your choice.
Place them back in the freezer for an additional 15min before eating.
